Virginia Flags Lowered to Half-Staff RICHMOND, VA – Virginia Governor Glenn Youngkin has ordered that the flags of the United States of America and the Commonwealth of Virginia be flown at half-staff on all state and local buildings and grounds throughout the Commonwealth. This directive, issued on Monday, April 21, 2025, is in memory and respect of His Holiness Pope Francis, Bishop of Rome, following his passing.

The order follows a Presidential Proclamation directing the lowering of the United States flag. The text of the Virginia order notes, "Pope Francis was a model of humility and compassion."

Flags across Virginia will remain at half-staff until sunset on Saturday, April 26, 2025, the day of Pope Francis's interment.



This Commonwealth-wide action is a tribute to Pope Francis's life, service, and spiritual leadership.
