PhillyBite10PENNSYLVANIA — In the quiet, leafy suburbs of Montgomery County, a bitter turf war has erupted. But this isn't your average spat over overhanging tree branches. This dispute involves the Governor of Pennsylvania, the State Police, a centuries-old real estate loophole, and a federal lawsuit.

At the center of the chaos? A mere 3,000-square-foot patch of grass.

Pennsylvania Governor Josh Shapiro and his wife, Lori, are locked in a high-stakes legal showdown with their next-door neighbors, Jeremy and Simone Mock. What began as a plan to upgrade residential security has completely derailed into dueling lawsuits, with accusations of unconstitutional land seizures and executive overreach flying.

The Spark: Security or Seizure?

The drama started brewing in the summer of 2025. Following a concerning arson attack at the Governor's Residence in Harrisburg, state security officials recommended that the Shapiros fortify their primary family home in Abington with an eight-foot security fence and new landscaping.

There was just one massive problem: the land where the Shapiros wanted to build the fence—a strip they claim to have maintained since buying the house in 2003—actually belongs to the Mocks, according to a recent property survey.

When attempts to buy or lease the tiny parcel fell through, the Shapiros dropped a legal bombshell. They invoked adverse possession—a controversial Pennsylvania legal doctrine that essentially allows someone to claim legal ownership of land if they have continuously and visibly used it for 21 years. Because the Shapiros say a pre-existing fence line had unofficially divided the properties for over two decades, they argue the land is rightfully theirs.

State Troopers and Federal Lawsuits

The Mocks aren't backing down. In a blistering federal civil rights lawsuit filed in Philadelphia, the neighbors accuse the Governor of weaponizing his office to execute a suburban "land grab."

The lawsuit details shocking allegations, claiming the Shapiros directed Pennsylvania State Police troopers to patrol the contested property line and physically order the Mocks and their hired surveyors off the land. The Mocks argue that the governor effectively declared a portion of their legally deeded backyard a restricted "security zone," going so far as to plant large arborvitae trees to permanently alter the landscape.

They are seeking a permanent injunction to keep the Shapiros off the property, along with unspecified monetary damages for what they are calling an egregious abuse of power.

"Scoring Cheap Political Points"

The Governor's office has fiercely pushed back against the narrative. In their own countersuit filed in Montgomery County, the Shapiros claim the Mocks are the ones causing a "private nuisance," arguing that the neighbors' sudden attempts to build their own fence on the disputed land pose a direct security threat to the First Family.

A spokesperson for the governor didn't mince words, stating that the federal lawsuit is completely baseless and warning that Governor Shapiro "will not be bullied by anyone trying to score cheap political points, especially at the expense of his family's safety and well-being."

As lawyers prepare to battle it out in both state and federal courts, the quiet Abington neighborhood remains on edge. Ultimately, a judge will have to decide whether this is a case of vital executive security, or a classic suburban land grab hiding behind a badge.
